During May 2009, troops led by Commander Myint Oo raided villages across Mauk Mai and See Sai townships in Southern Shan State and tortured civilians.

U Loon, a villager from Kaung Tai, was tied up, his hands amputated and his house burned down. About 20 other villagers were tied up at the nearby Tea Tree monastery. A teacher was severely beaten and sustained serious injuries . Appeals from U Loon and the teacher for medical attention were refused by Commander Myint Oo.
